Also present: Holly Leonard, David Bailey, Gordon Starkey, Betsy Beoge, Bob Lavoie. Absent: Aaron Simpson. The Chairman called the meeting to order at 5:30 p.m. Sunapee/New London Joint Quarterly Meeting: September 22, 2005 Meeting Minutes: John W. made a motion to approve the minutes as presented, seconded by Dave M., Gordon S. pointed out an error, Dave M. withdrew his second. John W. made a motion to approve the minutes as amended, seconded by Dave M., voted unanimously in favor. Gordon S. stated that the warrant article to do away with the sewer Commission in New London would not appear on this years ballot, but that it would most likely appear next year. There was some discussion regarding the fact that New London Selectmen had not contacted Sunapee Commission or decided how they would deal with intertown problems. Wastewater Treatment Highlights: Dave B. reported that nothing has happened with the geobags yet. Tom White is working with him on finding a place to get rid of the bags. Dave B. reported that he had received a quote from Capital Alarms for putting in radio read alarms at all of the stations. Gordon S. stated that New London is hearing from the engineers that the radio read system installed by Capital for them is only of a residential classification and it depends on other units to repeat in the area. Doug G. has told the Commission that the alarms are great and they are having no issues with them, but the engineers are recommending that something different be done. There was some discussion regarding the alarms and if going with the radio read would save money or be more costly. This issue will be looked into further if the article for the CIP is passed in March. Dave B. reported that he had received a quote from Pump Systems to replace the pumps at Woodland Road with variable system drive pumps that will hopefully save on electricity costs. This however would be a problem with figuring the flows from the Pump Station and may require the installation of a flow chart to show the wet well levels. Gordon S. stated that this would be a problem with how the flows would be figured in the proposal presented to do away with the library meter. New London would rather see pumps that will overcome the head coming in from Georges Mills. There was some discussion regarding spare pumps and new pumps for Fernwood and Woodland Road. New London Proposal for Billing: Gordon S. clarified the last sentence in the proposal regarding how the amount paid by Sunapee towards the force main line would be arrived at. Gordon S. stated that it is important to get rid of the library meter. After some discussion, Gordon S. requested that the Sunapee Commission approve this new method of billing. John W. made a motion that Sunapee agrees to eliminate the library metering system, and a system as proposed by New London be used by utilizing the pumping rates for the billing, seconded by Charles S., Robert H. is concerned that this needs to be established in writing for better understanding in the future. After some discussion regarding the pump station portion of the billing, voted unanimously in favor, so declared by the Chairman. Underwood Study of Georges Mills Manholes and the Treatment Plant Weir: There was some discussion regarding what lowering the storage tanks at the pump station would do to the capacity of the tanks. Gordon S. stated that lowering the tank is going to be an expensive solution to a problem that was created when Eagle Rock was put on line. Dave M. stated that it was Weston Engineers that designed the sewer for Eagle Rock. Gordon S. feels that New London’s pump station worked fine until Eagle Rock was installed, and that Sunapee should bear the cost of lowering the holding tanks. Dave B. stated that the weir could be taken out and cut with the straight edge that Underwood proposed, then reinstalled. There was some discussion regarding how the weir could be taken out and how long it would take to reinstall it. John W. would direct Dave B. to go ahead and fix this. Betsy B. questioned if Dave B. had put together his list of priorities for the Treatment Plant. Dave B. will work on the list for next month’s meeting. London departed at 6:45.
